Afnan Kundi on Procurement Management at the Balochistan University
February, 2005Afnan Karim Kundi was invited as a guest speaker to address the Second Boot Camp for PhD Scholars held by the Balochistan University of IT and Management Sciences. He spoke on Procurement Management focusing his talk on Solicitation Management. Addressing the batch of PhD Scholars, Afnan Kundi delved into a step by step analysis of how procurement is done at the Public as well as Private levels in Pakistan and Internationally.

Speaking on Public Procurement, Afnan Kundi outlined the Public Procurement Regulatory Authority Ordnance, 2002. Mr. Kundi began by explaining the authorities governed by the said act and discussed in detail the role and scope of the powers and duties that the Public Procurement Regulatory Authority has. He then went on to explain the entire public procurement process that is enshrined in the Public Procurement Rules, 2004. He talked about the different stages of the procurement project from advertising down to the conclusion of the contract for procurement and finally how to redress grievances by the procuring authority. This step by step analysis and his accompanied commentary helped focus the audience on the practical aspects of Public Procurement.
Afnan Kundi, while talking on ‘Procurement for International Lending/Donor Agencies’ briefed the PhD scholars on the relevant legislation. He outlined the rule in the Public Procurement Rules, 2004 and gave a short commentary on how it was to be interpreted in matters relating to International Lending/Donor Agencies.
When discussing General Procurement, Afnan Kundi began by talking about the concerns and needs of the ‘Owner’, he then went on to the methods by which the owner could safeguard his needs and make sure he got what he wanted when he went out to procure for his company.
Afnan Kundi then discussed the entire General Procurement process practiced almost globally. He delineated the pitfalls of the process and showed how to steer clear of them. His discussion focused on the entire Solicitation process beginning with ‘Shopping’ moving on to Direct Contracting, Prequalification, Bidding, Type of Contracts, Firm-Fixed Price (Level of Effort Term), Cost Reimbursement, Indefinite Delivery, Time and Materials, Letter and Ceiling Priced Contracts, and finally the Payment Process.
Mr. Afnan Kundi’s talks were greatly appreciated by the PhD Scholars as well as the BUITMS administration.
